Putin's answer to polling fraud: lots of webcams (The Christian Science Monitor)

Moscow ? The Russian government is installing web cameras at more than 90,000 polling sites in an effort to undermine expected accusations of widespread fraud in the upcoming presidential election.

Prime Minister Vladimir Putin announced the initiative after evidence of fraud in last December?s parliamentary elections sparked Russia?s first mass protests since the fall of the Soviet Union. Amateur video footage depicting the alleged fraud at polling sites was widely circulated after those elections.

Mr. Putin, who is seeking a third presidential term in the March 4 poll, has accused the protest movement of working to delegitimize the electoral process. Broadcasting the elections on the Internet will ???completely remove all falsifications,??

Members of the Russian opposition and independent election observers have reacted to the plan with skepticism, citing its cost and uncertain benefit. Many say that the webcams are a technological fix to an issue that warrants true dialogue and reform.

No room for errorThe ambitious project has an official price tag of $430 million, although the total cost to the government is estimated at  $840 million (26 billion rubles) when factoring in services provided at a loss by the state telecommunications entity Rostelecom. It calls for two cameras to be installed at every polling site, with the exception of certain state-run institutions, said Ilya Massukh, deputy minister of communications and mass media, at a press conference on Jan. 13.

The footage from the cameras will be livestreamed, and on election day, visitors to the special online platform hosting the video will be able to switch between precincts to observe citizens casting their votes. After voting ends in the last district, the cameras will switch to broadcasting the tallying of votes, complete with sound.

The government has purchased more than 350,000 computers and web cameras from foreign suppliers after determining that Russian companies lacked the capacity to complete the rush order. The last of the equipment reached Moscow last week, Russian news agency RIA Novosti reported. 

Thousands of technicians have been mobilized to install the necessary software in two factories near Moscow and distribute the equipment to the individual polling sites across Russia, all by the first week of March.

What would be a challenging proposition in any country is complicated in Russia by poor Internet infrastructure. Many of the schools that serve as polling sites in the country?s far-flung regions were only recently connected to the Internet at speeds too low to support the video transmission. The state telecommunications provider Rostelecom intends to lay thousands of miles of broadband cable ? and it must do so within the next five weeks in the dead of winter.

?We don?t have any room for error? in constructing the system, said Mr. Massukh. ?And that also creates a certain degree of pressure.? If the plan succeeds, the total amount of footage generated on March 4 will equal almost 250 years of video, exceeding the amount YouTube averages every two months, Massukh said. The system is designed to support an expected 25 million viewers simultaneously on election day.

Skepticism about impactMikhail Prokhorov, the billionaire owner of the New Jersey Nets who announced his presidential run after December?s protests, dismissed the project as a wasteful ?profanity? on air with radio station Echo Moscow.

?The project has an important symbolic meaning as a gesture but it is unlikely that it will have a real effect on the election results,? says Ilya Ponomarev, a deputy in the State Duma from the party Just Russia.

The work of human election monitors is more important because of their ability to obtain copies of the election protocols where the results are recorded, he says. Manipulation of the protocols after the votes have been tallied is the most common type of election fraud in Russia, he explains.

Election monitors reported in the past that the most egregious fraud often happens in those state-run institutions that will not have cameras ? hospitals, prisons, and military facilities.

Whether the videos can be used as evidence in possible investigations into electoral fraud is unclear. There has been no change to Russian election law to specifically provide for the use of web cameras, says Aleksandr Ignatov, acting director of the Russian Public Institute of Election Law.

Amateur videos taken during the recent Duma (parliament) elections were widely rejected as inadmissible evidence in court. While the fact that this initiative was led by the government should give it some weight, it remains the prerogative of each judge to decide whether to admit the videos as evidence should there be an investigation, Mr. Ignatov says.

Cameras can't fix systemic issuesSystemic issues affecting the fairness of Russia?s electoral system will be not be captured by the cameras. Putin faces no serious competitor in the vote, despite his sagging poll numbers. Procedural election rules are often used to prevent opposition candidates from appearing on the ballot.

One such rule is the requirement that candidates from parties not represented in the State Duma gather 2 million signatures in support of their candidacy. On Jan. 27, the Russian Central Election Commission disqualified presidential candidate Grigory Yavlinsky of the liberal opposition party Yabloko, citing too many invalid signatures.

Mr. Yavlinsky labeled the decision ?purely political? and said it was aimed at preventing his supporters from acting as election monitors. Without Yavlinksy on the ballot, his party is barred under Russian law from dispatching monitors to polling sites. Yabloko?s exclusion reduces the possibilities for independent election monitoring, says Lilia Shibanova, director of the election monitoring organization Golos.

Many observers say that a Putin victory is likely. Even if he does win, the opposition hopes to hold him to less than 50 percent of the vote, something that would force the first presidential runoff in Russia since 1996. Current polling shows Putin?s support hovering near this mark.

The prospect for a narrow election outcome raises the stakes for the public?s perceptions of the election?s integrity. With the cameras rolling, evidence of fraud could again lead protesters unto the streets.

(AP) ? Thousands of people clad in bathing trunks, bikinis and even some woolly winter hats have taken the Polar Bear Plunge into the Chesapeake Bay for charity.

The surging mass of bathers whooped and hollered as they dashed into the chill winter waters, monitored by safety divers in wetsuits just offshore at Sandy Point State Park in Maryland.

Some participants spent mere seconds in the water, leaving behind sandals and floppy beach hats in the rush to get out just as fast as they got in. Some wore costumes, one like "Star Wars" character Darth Vader.

Saturday's was the 16th annual Polar Bear Plunge at the park, benefiting Special Olympics Maryland. Last year's plunge raised nearly $3 million, but there was no immediate word on the amount raised this year.

The world marked International Holocaust Remembrance Day on Friday. In Great Britain there was a promise never to forget the genocide at?Auschwitz during World War II.

Friday was the 67th anniversary of the Nazi camp's liberation by Soviet troops. Jan. 27 was designated as International Holocaust Remembrance Day by the United Nations in 2005, and marked with ceremonies across Europe.

Phil Knight at JoePa event: Who's real trustee? (AP)

STATE COLLEGE, Pa. ? Nike founder and chairman Phil Knight got a standing ovation at Joe Paterno's public memorial Thursday for defending the late coach's response to an accusation of child sex abuse against a former assistant.

At a ceremony filled with lavish praise that would likely have embarrassed the school's beloved coach, Knight waded into a subject that had been virtually ignored since Paterno died on Sunday from lung cancer ? the immediate cause of his firing after 46 seasons leading Penn State's football team to a record-setting 409 wins.

University trustees have said a major reason Paterno was ousted Nov. 9 was that he failed to alert anyone beyond his two superiors at the school when he was told of an abuse allegation against former assistant Jerry Sandusky in 2002. Sandusky was charged with dozens of child sex abuse counts on Nov. 5, two school officials were charged with perjury and former school president Graham Spanier was pushed out the same night as Paterno.

Commenting on those events, Knight said, "it turns out (Paterno) gave full disclosure to his superiors, information that went up the chains to the head of the campus police and the president of the school. The matter was in the hands of a world-class university, and by a president with an outstanding national reputation."

Knight added, "...this much is clear to me. If there is a villain in this tragedy, it lies in that investigation and not in Joe Paterno."

The remark drew a standing ovation from the crowd of 12,000 at the Bryce Jordan Center ? with Paterno's widow, Sue, and former defensive coordinator, Tom Bradley, among those rising to their feet.

"Who is the real trustee at Penn State University?" Knight asked.

The campus has been torn by anger over the Sandusky scandal and Paterno's firing, but this week thousands of alumni, fans, students and former players in Happy Valley have remembered Paterno for his stellar career, his love for the school and his generosity.

That made Knight's remarks even more surprising.

Paterno's son and former quarterbacks coach, Jay, also got a standing ovation near the end of the ceremony when he imitated his raised-in-Brooklyn father's voice, telling the audience to "Sit down! Sit down!"

Then, growing serious, he told the crowd, "Joe Paterno left this world with a clear conscience."

Earlier in ceremony, the focus was praise for Paterno and fond memories.

"Bless us this day as we honor and celebrate one of your greatest gifts to the world ? Joe Paterno," the Rev. Matthew Laffey said in the opening prayer.

A short time later, after a video montage, former star Penn State quarterback Todd Blackledge said, "No one individual has ever done more for a university anywhere in the country than what Joe Paterno did for this school."

The line drew applause, and Blackledge was followed on the podium in the darkened arena by Lauren Perrotti, a Penn State student and Paterno fellow.

Charles V. Pittman, speaking for players from the 1960s, called Paterno a lifelong influence and inspiration.

"Now, with grown children grandkids and 42 years removed from my playing days, I thought Joe Paterno had taught me all that he could teach me. I was wrong," he said. "Despite being pushed away from his beloved game, and under the extreme pressure of the events of the past few months, Joe's grace was startling."

Pittman said Paterno pushed his young players hard, once bringing Pittman to tears in his sophomore year. He realized later that the coach was not trying to break his spirit but instead was "bit by bit building a habit of excellence."

"He was building a proud program for the school, the state and the hundreds of young men he watched over for a half century," said Pittman, senior vice president for publishing at Schurz Communications Inc., an Indiana-based company that owns television and radio stations and newspapers, and a member of the Board of Directors of The Associated Press.

Thursday's event brought to a close the public mourning period for Paterno.

Public viewings were held Tuesday and Wednesday morning at a campus spiritual center, followed by a funeral Mass, procession and burial for Paterno that afternoon.

Heidi Klum and Seal: Reconciliation Still Possible?


Of all the celebrity breakups of late, theirs was the most shocking. But is there a chance that Seal and Heidi Klum will call off their divorce and give it another go?

Despite the very real "problems" behind their separation, which they confirmed Monday, Heidi Klum and Seal still don't rule out the possibility of getting back together.

Not just because they're still wearing their wedding rings, either (they are).

"It may happen, I can't speak for her," Seal told Piers Morgan. "Is it irreparable? You can never say never. The thing I love most about us is that we are a team."

"That won't change, whether we get back together or not."

"I don't know at this point, to be honest [if I want to reconcile]. If it were that easy – if there weren't problems, we'd still be together. That is the reality," Seal said.

One thing is certain; he still has feelings for Heidi Klum.

"My love for her has not waned, not one iota," he says. "I love her with all my heart. How can you not love somebody [who] you've spent eight years with?"

He shot down "malicious" rumors that he's "wearing his ring for show," saying, "I'm still wearing my wedding ring because I'm still married to this incredible woman."

"What this means to me and what it stands for [is] respect," he continues. "It stands for loyalty, it stands for incredible memories, and for these four little miracles – and Heidi, making five – that have come into my life."

Nations try to oust Syria from UNESCO rights panel (AP)

PARIS ? A group of UNESCO member states is trying to remove Syria from a committee with a human rights mandate, a panel it quietly rejoined despite its deadly crackdown on protesters.

U.N. Watch, a Geneva-based NGO, diplomats and others said Wednesday that a growing group of countries ? western and Arab ? want to unseat Syria from the Committee on Conventions and Recommendations. The committee deals with multiple issues, but has a strong human rights component.

Syria was named to the committee in November by the Arab group at UNESCO. Now, a number of countries, from the United States and Britain to Qatar and Kuwait, are mounting a campaign to remove Syria from the committee by putting the issue on the agenda of the next executive board. The board meets from Feb. 27 until March 10.

The U.S. ambassador to UNESCO, David Killion, said he "strongly objects" to the reappointment in November of Syria on the committee.

"We should not allow the Syrian regime to stand as a judge of other countries' human rights record while it systematically violates the human rights of its citizens," according to a statement by Killion.

"The Syrian regime's actions are an affront to the dignity and human rights of the Syrian people, and it is not fit to sit on this body."

About 5,400 Syrians have been killed in an uprising that began in March by protesters seeking to topple the regime of President Bashar Assad. U.N. Secretary-General Ban Ki-moon has condemned Syria for human rights abuses.

"Stop killing your people," Ban said in a keynote address to a Jan. 16 conference in Beirut on democracy in the Arab world.

U.N. Watch, the NGO which is affiliated with the American Jewish Committee, made available a December letter to the executive board chairman, signed by 14 nations, advising of the need to act.

The number of signatories has nearly doubled since, according to one diplomat close to negotiations on the issue. The diplomat asked not to be named because of the delicacy of the topic.

An explanatory memo attached to the letter evoked the need for "concerted action to address the egregious human rights situation in Syria."

As a member of the Committee on Conventions and Recommendations, "Syria participates in the examination of cases involving alleged human rights violations ...," the memo reads. "In view of the current situation in Syria, the Executive Board must review the participation of Syria in this aspect of its work."

The signers asked that the question be placed on the agenda of the 58-member board ? of which Syria itself is a member.

It is not at all clear whether a resolution to oust Syria from the committee will be put to the board, or whether something milder, like a condemnation, or something stronger would come forth. Negotiations among nations are in progress.

The diplomat close to the negotiations denied reports that the executive board was asleep at the switch when Syria was reappointed to the committee with a human rights mandate.

The move came as UNESCO's new executive board reorganized. The upcoming board meeting "is the first opportunity that anybody has to confront this issue legally" according to UNESCO's rules, the diplomat said.

Because each regional group can determine who sits on a subcommittee, the decision was "not challengeable."

UNESCO is already trying to overcome the effects of another contentious issue, the withdrawal of U.S. funding after admitting Palestine as its 195th member. The Oct. 31 vote triggered two U.S. laws into action that automatically cut off U.S. funds ? 22 percent of the overall budget.

The law bars U.S. funding of organization that grants membership to territories that are not internationally recognized as states.

Lohan sued by woman allegedly struck by star

A woman who claims she was struck by Lindsay Lohan's Maserati has sued the actress over her injuries.

Nubia Del Carmen Preza claims she was struck while walking through a West Hollywood intersection in September 2010.

According to TMZ, a witness saw the star run a red light and saw the car's bumper hit the woman and the baby stroller she was pushing.

Preza's lawsuit states she has suffered "disabling and serious personal injuries, pain, suffering and anguish" and that she is seeking damages for all her medical expenses and lost time at work. A call to her attorney, Gregory Picco, seeking additional details was not immediately returned.

The lawsuit states Lohan was behind the wheel of the Maserati on the afternoon of the accident.

Lohan's spokesman Steve Honig says Lohan or her attorneys hadn't been served with the case and could not comment on it.

Analyzing all the genes of dozens of people suffering from a rare form of hypertension, Yale University researchers have discovered a new mechanism that regulates the blood pressure of all humans.

The findings by an international research team headed by Yale scientists, published online Jan. 22 in the journal Nature, may help explain what goes wrong in the one billion people who suffer from high blood pressure. The study also demonstrates the power of new DNA sequencing methods to find previously unknown disease-causing genes.

The team used a technique called whole exome sequencing ? an analysis of the makeup of all the genes ? to study a rare inherited form of hypertension characterized by excess levels of potassium in the blood. They found mutations in either of two genes that caused the disease in affected members of 41 families suffering from the condition.

The two genes interact with one another in a complex that targets other proteins for degradation, and they orchestrate the balance between salt reabsorption and potassium secretion in the kidney.

"These genes were not previously suspected to play a role in blood pressure regulation, but if they are lost, the kidney can't put the brakes on salt reabsorption, resulting in hypertension," said Richard Lifton, Sterling Professor and chair of the Department of Genetics at Yale and senior author of the paper.

The mutations had previously been difficult to find because there were very few affected members in each family, so traditional methods to map the genes' locations had been ineffective.

"The mutations in one gene were almost all new mutations found in affected patients but not their parents, while mutations in the other gene could be either dominant or recessive. The exome sequencing technology was ideally suited to cutting through these complexities," said Lynn Boyden of Yale, the first author of the paper.

The next step is to establish how these new components are involved in regulating sodium reabsorption in the kidney, in hopes of finding new ways intervene in hypertension, a major global health problem.

"We are finding all the individual parts to a complicated machine, and we need to understand how they are all put together to make the machine work," said Lifton, who is also an investigator of the Howard Hughes Medical Institute.

Former kidnap victim Elizabeth Smart engaged to marry (Reuters)

SALT LAKE CITY (Reuters) ? Elizabeth Smart, who was kidnapped at age 14 from her Salt Lake City home and held for what she described as "nine months of hell," is engaged to be married and anticipates a wedding in early summer, a family spokesman said on Friday.

Smart, now a 24-year-old advocate for missing children and occasional TV news commentator, has not publicly identified her fiance, spokesman Chris Thomas said.

"Elizabeth got engaged this past weekend," Thomas said in a written statement. "A date for the wedding has not been set but the couple anticipates early summer."

"While she plans to be very publicly involved with her child advocacy work, she has decided she wants to keep the details of her personal life private," Thomas added.

Smart was abducted at knifepoint from her bedroom in June 2002 by a homeless street preacher, Brian David Mitchell, and was repeatedly raped and forced to wander with her captor from town to town for nine months.

She was freed after being spotted by passers-by in a Salt Lake City suburb in 2003.

Mitchell was convicted in 2010 of kidnapping and unlawful transportation of a minor across state lines to engage in sexual activity. He was sentenced in May to life in prison.

Smart testified during Mitchell's trial, describing her time as his captive as "nine months of hell."

Mitchell's wife, Wanda Barzee, was sentenced to a 15-year prison term in 2010 after pleading guilty to conspiracy and cooperating with prosecutors in the case against Mitchell.

ABC News announced in July it had hired Smart as a contributor on stories about missing persons.

US Internet piracy case brings New Zealand arrests (AP)

WELLINGTON, New Zealand ? With 150 million registered users, about 50 million hits daily and endorsements from music superstars, Megaupload.com was among the world's biggest file-sharing sites. Big enough, according to a U.S. indictment, that it earned founder Kim Dotcom $42 million last year alone.

The movie industry howled that the site was making money off pirated material. Though the company is based in Hong Kong and Dotcom was living in New Zealand, some of the alleged pirated content was hosted on leased servers in Virginia, and that was enough for U.S. prosecutors to act.

The site was shut down Thursday, and Dotcom and three Megaupload employees were arrested in New Zealand on U.S. accusations that they facilitated millions of illegal downloads of films, music and other content, costing copyright holders at least $500 million in lost revenue.

New Zealand Police also seized guns, artwork, more than $8 million in cash and luxury cars valued at nearly $5 million after serving 10 search warrants at several businesses and homes around the city of Auckland.

News of the shutdown seemed to bring retaliation from hackers who claimed credit for attacking the Justice Department's website. Federal officials confirmed it was down for hours Thursday evening and that the disruption was being "treated as a malicious act."

A loose affiliation of hackers known as "Anonymous" claimed credit for the attack. Also hacked was the site for the Motion Picture Association of America.

On Friday, New Zealand's Fairfax Media reported that the four defendants stood together in an Auckland courtroom in the first step of extradition proceedings that could last a year or more.

Dotcom's lawyer raised objections to a media request to take photographs and video, but then Dotcom spoke out from the dock, saying he didn't mind photos or video "because we have nothing to hide." The judge granted the media access, and ruled that the four would remain in custody until a second hearing Monday.

Dotcom, Megaupload's former CEO and current chief innovation officer, is a resident of Hong Kong and New Zealand and a dual citizen of Finland and Germany who had his name legally changed. The 37-year-old was previously known as Kim Schmitz and Kim Tim Jim Vestor.

Two other German citizens and one Dutch citizen also were arrested and three other defendants ? another German, a Slovakian and an Estonian ? remain at large.

The Electronic Frontier Foundation, which defends free speech and digital rights online, said in a statement that the arrests set "a terrifying precedent. If the United States can seize a Dutch citizen in New Zealand over a copyright claim, what is next?"

The indictment was unsealed one day after websites including Wikipedia and Craigslist shut down in protest of two congressional proposals intended to make it easier for authorities to go after sites with pirated material, especially those with overseas headquarters and servers.

Before Megaupload was taken down, the company posted a statement saying allegations that it facilitated massive breaches of copyright laws were "grotesquely overblown."

"The fact is that the vast majority of Mega's Internet traffic is legitimate, and we are here to stay. If the content industry would like to take advantage of our popularity, we are happy to enter into a dialogue. We have some good ideas. Please get in touch," the statement said.

Several sister sites were also shut down, including one dedicated to sharing pornography files.

The $8 million in cash seized had been invested in various New Zealand financial institutions, and has been placed in a trust pending the outcome of the cases.

Police spokesman Grant Ogilvie said the seized cars include a Rolls Royce Phantom Drophead Coupe worth more than $400,000. Two short-barreled shotguns and a number of valuable artworks were also confiscated, he added.

According to the indictment, Megaupload was estimated at one point to be the 13th most frequently visited website on the Internet. Current estimates by companies that monitor Web traffic place it in the top 100.

Megaupload is considered a "cyberlocker," in which users can upload and transfer files that are too large to send by email. Such sites can have perfectly legitimate uses. But the Motion Picture Association of America, which has campaigned for a crackdown on piracy, estimated that the vast majority of content being shared on Megaupload was in violation of copyright laws.

The website allowed users to download some content for free, but made money by charging subscriptions to people who wanted access to faster download speeds or extra content. The website also sold advertising.

Megaupload was unique not only because of its massive size and the volume of downloaded content, but also because it had high-profile support from celebrities, musicians and other content producers who are most often the victims of copyright infringement and piracy. Before the website was taken down, it contained endorsements from Kim Kardashian, Alicia Keys and Kanye West, among others.

The company listed Swizz Beatz, a musician who married Keys in 2010, as its CEO. He was not named in the indictment and declined to comment through a representative.

The five-count indictment, which alleges copyright infringement as well as conspiracy to commit money laundering and racketeering, described a site designed specifically to reward users who uploaded pirated content for sharing, and turned a blind eye to requests from copyright holders to remove copyright-protected files.

For instance, users received cash bonuses if they uploaded content popular enough to generate massive numbers of downloads, according to the indictment. Such content was almost always copyright protected, the indictment said.

The Justice Department said it was illegal for anyone to download pirated content, but their investigation focused on the leaders of the company, not end users who may have downloaded a few movies for personal viewing.

A lawyer who represented the company in a lawsuit last year declined to comment Thursday. Efforts to reach an attorney representing Dotcom were unsuccessful.

Although Megaupload is based in Hong Kong, the size of its operation in the southern Chinese city was unclear. The administrative contact listed in its domain registration, Bonnie Lam, did not respond immediately for a request for comment sent to a fax number and email address listed.

The indictment was returned in the Eastern District of Virginia, which claimed jurisdiction in part because some of the alleged pirated materials were hosted on leased servers in Ashburn, Va. Prosecutors there have pursued multiple piracy investigations.

The Justice Department also was investigating the "significant increase in activity" that disrupted its website. It said in a statement that it was working to "investigate the origins of this activity, which is being treated as a malicious act until we can fully identify the root cause."

The site appeared to be working again late Thursday. A spokesman for the Motion Picture Association of America said in an emailed statement that the group's site also had been hacked, but it too appeared to be working later in the evening.

"The motion picture and television industry has always been a strong supporter of free speech," the spokesman said. "We strongly condemn any attempts to silence any groups or individuals."

Cargo ship damaged after collision off Istanbul (AP)

ANKARA, Turkey ? A cargo ship struggled to pump out water that seeped in through cracks Friday after it brushed against two anchored ships while trying to moor during strong winds off the coast of Istanbul, but a senior maritime official said it was not in danger of sinking.

The cargo ship's struggle comes during a time of heightened attention on ship safety following last week's grounding of the Costa Concordia cruise ship off Italy's coast, an accident that killed 11 people and left 21 still missing. Also Friday, a freighter ran aground off a Dutch beach.

In the Istanbul area, the Sierra Leone-flagged Kayan-1, an 86-meter (282-feet) freighter carrying empty containers, tilted on its right side as crew pumped out water, while a tugboat waited to tow it if needed.

"It cannot sink," Salih Orakci, head of the General Directorate of Coastal Safety, told reporters. "But we are not able to intervene fully because of the weather conditions."

Orakci said the only apparent option at the moment was to pull the ship aground if the captain approves. "But if the weather improves we may have other options," he added. "We are not thinking of evacuating personnel for now."

There were 13 crew members aboard the freighter, which had arrived from Egypt and was on its way to Ukraine.

The ship was trying to moor due to the severe weather when it got dragged and brushed against two other cargo ships, the Netherlands-flagged Slochterdiep and Tanzania-flagged Adria Blu. It came to a halt near the shore at a depth of some 9-meter (30-feet), Coastal Safety said on its website.

Five maritime officials have boarded the ship to help its rescue. Authorities also have canceled several scheduled ferry trips in the Sea of Marmara and in the Bosporus, the narrow waterway that bisects Istanbul, due to strong winds and high seas.

Separately Friday, a Philippine-registered freighter ran aground off a Dutch beach after its anchor slipped in an overnight storm.

The 500-foot (155-meter) Aztec Maiden was carrying no cargo when it drifted onto sand off the North Sea coastal town of Wijk aan Zee, about 12 miles (20 kilometers) west of Amsterdam, the Dutch Coast Guard said in a statement.

The 21 crew members stayed on the ship. Tug boats will attempt to pull the vessel free at high tide around 1 p.m. (1200 GMT).

Spokesman Peter Verburg told national broadcaster NOS that the Coast Guard was closely monitoring the ship for any fue leaks.
